Create functions.php

I want to create a functions.php in my child theme and can’t (although have managed in the past) I am trying to create one in Orbiscius theme editor, by adding a new file but it doesn’t show up in the editor. What am I doing wrong?

You probably have switched to a new host which doesn’t allow write access.
Please, check with the support. wp-content/themes/ must be writeable by the web server.
