SSH is a way nice way to connect to a server and send commands and manage the server

with SFTP you can transfer files easily to and from the server.

You just need to make sure that the user has SSH access and they will be able to connect as SFTP.

You have to make sure that the user is listed in AllowUsers line in /etc/ssh/sshd_config file.

If you've made changes you need to reload the ssh server so it loads its config file.
You may get locked out so be careful. Edit server files at your own risk!

service sshd reload
